Your Sims' neighborhood is overrun with cats. What you're hearing is careless Sims drivers interacting with said cats.
Seriously though, dunno what's your issue, but it looks like others have the issue as well.
Edit: And it appears to be caused by the Sims 3 not liking your video card.

When playing the Sims 3 I often hear a hight pitched sound comming from my PC, is it something failling in my PC or is it normal ?
My specs :
Intel Core i7 2600 @ 3.40GHz
6,00 GB RAM
1024 MoGeForce GTX 550 Ti
Or maybe is it Tinnitus?
