Is STEAM removed play lock for steam gifts?

As per title is steam removed play lock on regional steam gifts. Previously I will get a message when activating a gift saying that you can play on the following countries only. One day ago I got a steam gift (from my own region) when I tried to activate it, it only says that "This is a restricted gift which can only be redeemed in these countries: countries list" no warnings about play lock. I can't check the steam gift is really play locked or not becoz I'm living in the restricted country. So steam really removed the play lock on steam gifts or not?
