You need to provide either steam gift or working key that activates the game, that isn't the one that has been used.

just to be clear, if the game is in your library, it's attached to your account and cannot be given away. If you purchase a game on steam, you must purchase it as a gift. Otherwise, it will end up going into your library.

If you purchase a game anywhere other than steam, you can provide the steam key to the winner.
