paypal is the worst to get scammed with, they are slow to respond and seem to listen to whoever gives them the sobbiest story.
my bro tricks ppl on paypal to buy ingame items as a gift and then never gives it to them.

Yes you can. I bought a game once off of one of those Cd Key sites (that people had said was legit), got a duplicate key. When I contacted them they were no help, so I tried to get a refund through PayPal and provided them with the proof that I got ripped off, and they basically said "tough luck"
