dota 2 = free to play.
Why people pay for it ? to access the beta, and if you read the faq
FAQ for Giveaway "Do not submit guest passes, beta keys (Dota 2 and CS:GO giftable copies whitelisted), or in-game items from games such as TF2"
See, no beta key, and dota 2 key are technically beta keys.

I have an idea, a stupid one. I think it would be nice to have the possibility to make giveaway for games like dota where 0 points are needed to enter the giveaway and that doesn't give contribution value.
With this, threads like this and the ones where people ask for who want a free copy can disappear...maybe.
What do you think?

Due to a problem on Valve's end, Steamgifts can't correctly track if someone owns Dota 2.
copy & pasta from one of my old posts:
I think the problem is, that Dota will only show up in the list of games you own (aka your Steam library) when you have installed and played it.
BUT if you have only the spectator client (and installed and "played"), it will also show up as Dota.
So you see, Steamgifts has no way of really determining if you own / don't own Dota, because Valve decided to not properly update the library.
If Valve cared, they would have made 4 library entries (Dota test, Dota spectator, Dota beta, Dota full).
The problems could be
a) people with spectator client can't enter Dota giveaways
b) people with Dota could enter Dota giveaways, if they havent played the game yet
c) people that won Dota and haven't played it, could be reported/suspended for "not activating" the game, even if they activated it

If you want to give away copies of Dota 2 just make a forum thread and give them to people who don't have Dota 2. (I think there are still about 4 people on the planet outside of China who don't have Dota 2 yet)
