It's relative. They get CV (contributor value), accumulating CV helps get higher levels, higher levels allow to enter more giveaways (you've probably already noticed that many giveaways have level restrictions). Still, once you've got like 2-3 levels (I'm not really sure what number is relevant for SG right now), you are able to enter almost everything; all the following leveling is basically for fun, it doesn't have any practical value. And, once again, you should read FAQ, CV and most of the other stuff you need to know to be comfortable here is explained there.
