Are you buying it from a different region from where you normally buy? Happened to me once and I contacted support and they told me it was because of IP mismatch but they whitelisted it later so I was able to make subsequent purchases.

Are you using a different payment option than you would normally use? I dont see how it may cause issues but you never know Steam.
