They have a huge problem with this. They don't warn what games are region locked or not.
I'm from Brazil, so the key would work for me, but once I bought a game to giveaway that didn't say anything (some games warn that are region locked, some don't), and after multiple e-mails pointing out that it was false advertising, they gave me a R$15 coupon (the same value I've paid for the other game), so I could keep the game and grab some other games for free.
Their ToS and how they warn you about region locked keys are totally contradictory. You could easily sue them if you're from Brazil. I dunno if you used VPN tho.

Not always. It's better to check on steamDB. Look at the attila DLC empire of the sand, steamDB says there is a brasil key while nuuvem has no warning on their store page (the DLC is still behind a paypal lock).
Several DLC of attila are ROW while the base game and some DLC are BR locked.

AFAIK they stopped warning about BR keys in same time they went international, now only warning is "not available in your country", no matter how inaccurate it is.

SteamLocks isn't perfect, you should always double check with SteamDB.

Can anybody help me please? I'm interested in getting Dragon's Dogma, but the website states the key must be activated inside Brazil. Now I have a friend in Brazil who said, he would activate the key for me on my account. It's not even clear if this works, but if it should work - will I be able to run that game here in Germany?
I looked at steamdb, but seriously, I have no idea what that website even tells me (like, what to look for).
So, does anybody have some experience or knowledge he/she would kindly share?

I'm sorry to tell you that trying to activate a region restricted game from a different country than yours is seen by Steam as an infringement of their contract, comparable to the use of vpn for the activation. Even when you can activate the game successfully is possible that the game is run restricted.
Anyways, on steamdb what you have to seek to see if a game is restricted or not is the label named "Packages". On left hand side.
In particular the subid that interests you is 88424.

It's not infringement of the terms of service. You can use steam even if you're travelling that time, it's not against the rules.
However, lending your account to another person can be. If you trust your contact enough, there shouldn't be a problem.

You will be able to run the game, but..... giving someone your account so he activates you the game can result in very bad consequences, that is against Steam ToS, first using the account like that and second activating a key like that is against ToS too.

What makes you think so? It doesn't say on its store page and it even let me buy it without using a VPN. The only problem I have is that I purchased it with a game that has already been on my nuuvem account and isn't giving me a second key for it -.- Wrote to the support, no idea how long it will take them to respond.
PS: I cannot try the key, I already have the game but it was meant to be for a giveaway. would be crap if it really is regionlocked.

it's one of those titles that added the SA region lock later. 3+ months ago, there was no latin america key, just the russia region locked.
but real has performed just as poorly as ruble essentially, so i guess those region cuts got too high and couldnt ignore it anymore
... i had a brazilian paypal account for nuuvem, but i moved it to chile. brazil has some horrible banking regulations
