The Android Software Development Kit (SDK) includes an emulator. But it's probably simpler to use WinAuth, if it actually works like someone mentioned.

The thing is I can't even use their apps since I have a windows phone, so I was thinking if there is like an emulator you could use on your PC or some sort of other workaround. Overall this whole scheme seems total bs, why do valve torment us so?
