They did it to prevent people from making alternate accounts in other markets and buying games at a huge discount. For Strikey Sisters, in Peru you are able to purchase the game much cheaper, nearly 29%, than the winner would in the USA. Those in Turkey can buy 2 copies for cheaper than what you pay for 1. I suppose each market's prices could just be the difference based on exchange rates, but that would put undo hardship on those that earn much less due to differences in wages between countries.

As for being able to gift the game without a credit card, that becomes more problematic. These are by no means great solutions but possible ones. Assuming you have stores around that sells Steam gift cards you could purchase one and give the code to the winner which would allow them to purchase the game themselves. However this presents two complications. First the amount on the card will be more than what would be required for the game. Second is that there is the possibility of them cheating you. I suppose you could create another account and see if you can set it to the USA region. Once done you could load the card to that account and then gift it from there so there is no complications. I suppose you could also try buying something on the market that would sell for slightly more than the value of the game and send that for them to sell and then buy the game. This could potentially take some time without an authenticator. Lastly you could ask them for permission to delete the giveaway.

You can't send gifts (most of the time) if the country you wish to send the gift to has a price more than 10% higher than yours. You have the option to select countries when you create a giveaway. Check prices on SteamDB next time or limit it to your country. Keys are usually a better option.

Hi, i created 2 days ago a giveaway, and i tried to follow a guide i found, but i didnt read the ToS and changes Steam did to the steam market, and now i have some problems.
I cant gift the winner the game. (i only can use my steam wallet, dont have credit card)
My region is Peru and the winner is USA.
While i ask you any advice for this, it occurs to me that now Steam is isolating communities market based, which is good and bad, good for stop bots, and bad for real people that wished to give/receive ONE GAME from another people, but those live far away.
Do we need communities region based?
