Why do you people even answer if you don't have a clue? While using a VPN to activate a RU key is against the SSA, in reality Steam does in fact not hunt down the people that do it anyways. I have a bunch of friends who activated RU keys via VPN for years and they haven't been banned. So unless you go on the official forums and spam that you use VPN you will most likely not have any problems at all

You should avoid keys in general (unless you purchased a retail version of a game). You can never know where the keys are from, they may have been exploited or stolen and may even require a VPN like you mentioned. Steam can delete the game at any time they choose and you won't get to say a damn thing.
I know keys are significantly cheaper, but it's up to you if you want to risk it.
