Question about game pack giveaways

I read about how you are limited to getting $25 contribution or some such when creating giveaways of games that came in packs like indiegala. I'm kind of confused though about how this works still because I already had one game from IG11 and didn't want another so I gave them away. It doesn't seem I got any contribution at all from them even so I don't understand the specifics of this change since I hadn't gotten any contribution from any of the games in IG11 yet and my first giveaways of IG11 pack games didn't give me any.
