Keep the game if he doens't want it back and mark as not received after 7 days.
If he didn't add a regionlock while making the giveaway it's his fault.

Keep it for 2 week, if he suddenly cash back... if you created the giveaway or trade it away it would be worst...

Book a vacation to one of these countries. Have relaxing holidays.
Activate the game on your steam account while you are there.
Wait three months.
Play the game back at home.

That's weird, especially if the person won't take it back even knowing you can't activate it. Maybe I'm paranoid, but any chance that if you give it way or sell it, it will end up removed from library?

Not that I am too upset about it since i got the game without spending money. He has good reputation but still scammed me. Unable to trust reputed players makes me sad.
