Agreed. Nothing really you can do. They didn't promise a value of the keys, and they are still paid games on steam.
Most sites i've seen do the same thing with their random keys.

as Moondoggie90 mentioned, they are paid games on steam store and there is nothing that can prove they are not random. so next time don't jump to a scam like this. that's all you can do.
