When is a free game considered abused?

Edit: I can see why XCOM hasn't been, because a lot of people do not want to go deal with the voting to maybe get it (because looks like a fair few haven't gotten keys, due to some countries being barred from it, Brasil being one, from reading in the forum). I am surprised though, with how much the Nosgoth pack has been given away recently, that it isn't on the list yet. And I can sort of see why they didn't do it for the games of the two different gmg welcome bundles (you have to register a new account to get it), I do wish they had, esp the Nosgoth pack. So sick of that, that I finally blacklisted it.

i was wondering for myself in case of gmg welcome packs. because it's no problem to make multiple accounts, so i could boost my cv only by nosgoth veteran pack to the sky...

When it's available to literally anyone, sometimes people are unable to apply and get free games without breaking the rules of the sites giving it away. (Or something like that...)
Example, GMG (I think? Maybe it's DLH net? I don't remember, maybe both...) had a welcome pack. After a while, more games were added to the welcome pack. Users who had already registered did not get the games, and I believe it was against the ToS or something to create multiple accounts?
