I think a lot of people would prefer "So stupid", over 'Ermagerd, sum1 hackded my acunt and stoled all dem gitfses I bied!" or "Why the hell can't I access my account, and why the heck is my credit card bill so high?"

The stupid part is not the account block cause yes, this could be a good safety measure in case of hijacking but the fact there's nothing you can do to lift it in case you weren't actually hijacked, no verification process at all. I've been unable to purchase anything from steamstore for 6 days now, haven't been hacked or whatever, my paypal is working fine everywhere else and of course support has not even bothered answering to my ticket(which when they do will just be the usual copy paste). So yeah, the measure might be good but the way it works is stupid.

I have the same problem during sales too. It's related to my payment method and once Steam actually has the money I can buy more using it again. My guess would be that it's the same situation for you and if you have a different way to pay you should try that.

You may also get this error:
"For the protection of the account holder, we have declined your purchase. Future purchases may be temporarily declined. Please contact Steam Support."
I've had this problem several times during sales or after purchasing games in a short period of time between transactions. I assume this is with the PayPal method, right? If so, then PayPal basically is alerting the account holder that there have been multiple transactions in a short period and will decline your purchase as a security precaution. Steam will also place your Store transactions into a cool down period.
If you choose to create a Support ticket via Steam, be prepared to wait for about a week or two before the problem is solved. Alternatively, you can also contact your bank/CC and verify the purchases manually (kind of tedious). If none of those options are good enough, the only thing you could do is wait a few days until the cooldown period ends and you will be allowed to purchase again.

It seems like the problem appears only when I try to buy a game as a gift.I tried to buy a game for myself using my credit card and it worked, but when I tried to buy one as a gift.. same error.I don't expect an answer from steam support for like 2 weeks, did this happen to any of you guys?

Sometimes happens to me when I use certain browsers. Try purchasing them via the Steam client instead.

Remove everything from your cart and log out of steam (both client and browser).
Log back in and add funds to your steam wallet, and try to buy games.
I can't say it'll work for you,but at least it worked for me.
