Well first off you marked it as received, which will lead to a suspension since you failed to activate it.
Secondly, I would return it to the creator.

I marked it as recieved as soon as I got a gift on steam. Didn't even think it could be region restricted.

Since its a gift you can just trade it to him. I'd just add him or get in contact with that user and explain the situation. When you can mark it as not received.

No. You have to contact the creator and ask them to provide a non region resticted copy. If they fail to do so, you must mark it as "not received".
Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.

That is VERY questionable waters to tread in. Plus, you still should contact the person who did the giveaway to let them know it is a region restricted copy, because it means they are in a region that some games are restricted and he needs to know he can't create public giveaways for region-restricted games.

how can you enter the GA then when you can't activate it? you must activate the Game, when you got it, or if it wasn't marked as a region destricted key, then report the person who gave it away, because he didn't marked it for a special region

I don't understand your question.. I entered the GA like I would any other. When I won, the creator sent me a gift on steam, then I saw it's region restricted.
And I don't want to report the creator, doesn't seem like they were doing anything with bad intention. I'll just notify them of the situation for any future GAs.

you can message him on the GA he made, and if he doesn't give you an other copy, report him for not marking region restricted gifts as one...

I couldn't find a way to message the creator of the giveaway here on the site, so I added them on steam, now waiting to be accepted. Once they do, I'll explain the situation and send the game back as a gift (can't trade it yet for some reason). Once that is done I'll mark the giveaway as Not recieved.

You could post a reply in the giveaway, the creator will get a message notification (see that envelope sign in the top nav bar getting red number signs as soon someone replies here?; like that).
