Yes, if he already had the game and asked the owner to reroll it and the owner never did.

Is that a fact? I have 2 won giveaways from the last few months (both for a few thousand copies) that the creator never bothered to re-roll for many people, the 2 red notifications have been bothering me since. Never understood if it's safe to mark them not received, is it so? I'm worried about entering SGTools giveaways, trains, etc...
Anyone from Support can maybe explain?

Mark it "not received" and leave a comment in the comments section. (e.g. "Dude, you should have re-rolled this, long ago.")
Many dev's don't bother to re-roll mass giveaways, but that shouldn't be your problem.

SGT? No. SGT checks your claimed wins against your library. You're not claiming a win.
This is an unusual situation, so it wouldn't be a FAQ.

sorry, but this is actually inaccurate information.
you can't delete without the winners permission and you certainly wouldn't want to re-roll to someone else for the same problem to occur all over again. additionally they do not ban or suspend over not sending the gift a single time unless it is obvious the giveaway was created without intent to deliver. (basically blatant obvious fakes only)
the better solution is to file a support ticket for "request received feedback" and try to provide proof of delivery as best you can (if key, blur out a couple characters).

yes. i see no prior not received games and a $1 tier bundle key giveaway that i have no reason to believe would be false/fake/invalid. therefore if it were to show up "not received", then no biggie unless it happened again shortly thereafter.
now say, if it were a gta5 or fo4 giveaway and were to show up not received, then we'd be talking about a different form of action.
edit: oh, you're not speaking about the question.. i'm answering the question.

It's okay, you have reason, only was trying to help him because probably he doesn't know that he is wrong :)

Oh man, I never would have seen that without this post. I was just stuck on his "sent" page like "What is he talking about? The one giveaway is marked as received and the other one didn't end yet".
Pretty brave/stupid to regift a game and then make this thread.

+1 but probably he don't know how to work steamgifts

Best to delete that as it can be deemed "calling out" and punished

They could if they are dishonest.
It's one of those risk you have to take since this is all based on the honor system. That only option you really would have is if you had access to what account used said key. This is one thing I missed about how humble use to do key redemption is that it would show the steam account that redeemed the product if it was sent as a gift as it did not issue keys but a steam account to redeem it if memory servers me well.
You can do things to help avoid it but you will still have no way of knowing as even people with higher levels have been knowing to re-gift,win same game twice and so on.It's kind of like Ebay where the person receivingit has more leverage then the seller due to being harder to prove said product was working or the right product for that matter.

Is it possible that the winner of a key will mark the key as "unreceived" just to get others banned and troll? If yes, how does one proves that the key was legit?
