Some of the keys appear to require a VPN to activate. This is about as legit as a seven bob note, and if you are caught doing using a VPN, your account (ie all your Steam games) is toast.

That the site encourages users to do so, and gives step-by-step instructions on how to go about it, doesn't inspire confidence in their legitimacy.

Personally, I'd rather pay a bit more to purchase from a trusted source, or go without.
