Anyone Know Whether Nuuvem can still purchase from overseas with a VPN?

Hi guys, I see Cities Skylines on Nuuvem for like R$23.99 which apparently comes to $6.24USD, seems like a pretty good deal based on what I see of the historical prices. Deluxe edition seems to be about $8.32 assuming google is converting that properly, I remember I used to buy just with a VPN before, but now I hear thats not possible? Or they check paypal address or something? Just hoped to get confirmation before paypal starts wondering how I magically traveled to Brazil.

From what I know it depends on the game.

Somje titles can be bought as is, others require a vpn. Others can't even be bought with a vpn due to address verification. That doesn't mean they cant be activated though if you can find a Brazilian to buy them for you.
