It's also possible he was suspended during that time, unless you have been checking a lot. They don't have a system for duplicate tickets, which adds to the confusion sometimes.

THIS. I've recently found two open tickets where the user was already parmabanned. Or I reported free game giveaway, but the support already removed them, just the ticket was left there open.
I seriously think if we all would go through on our tickets and close the irrelevant/timed ones, we could seriously reduce the sheer number of tickets support have to face. Maybe not everyone agrees with me, but personally I don't give a darn about a ref-linker from half a year ago. I can't check if he got his suspension or not - I blacklisted/re-reported him if found something new rule-breaking, or just deleted the ticket if everything was in order. I've left 6-8 open tickets instead of the 3 full page :)

For as long as it takes for anyone to address the user reports it seems rather asinine to ban someone for something that they did wrong several months prior and in many cases have already corrected. It's pointless to even have a report feature if there's no one to take care of it in a timely manner. IMO it should either be removed or there needs to be more staff. This site is way too big for just a few people to run efficiently. This has been an ongoing complaint ever since I joined here over two years ago and I have seen very little improvement. For all of the time that has been spent updating this site one would think that the issue of being short-staffed would have been corrected long before now.

I know the tickets can take a long time and I don't have problems with that for minor infringements. I have closed other minor reports, but re-gifting is quite serious, so that's why I'm asking here. And two months for a serious offense is really long IMHO, so that's why I ask if I should just delete it, since I feel it should have been taken care of by now or that it never will be...

Yup, have heard complaints from the newly promoted mods about this already :P
Also, apparently a ton of the tickets just have the name of the person being reported in the title but nothing else. And since comments are disable on user reports, the mods can't ask for clarifications or anything.

Really there are better things to find fault about. My list says 817,213 users, I have no way to know what percentage are active, and it doesn't really matter particularly, as it is a high number whatever way you look at it. As tristletea said.

And I know about that the amount of people that work on their free time to respond to the tickets is really small. One thing we can all do is create less tickets (unless of course it is really important) and close the already existing ones.

Pronbably best to hope the user in question wins another giveaway and that the creator asks for a reroll because of his regifting. That's the only quick way that a regifter will be dealt with.
I'm not saying close it, but don't be surprised if the ticket is still open in a year or two.
