That's the whole psychological issue with games that have a ton of DLC. It makes people re-evaluate what a game is worth to them. If Borderlands 2 had no DLC, there wouldn't be as many fence sitters. But all the DLC makes the game appear more expensive (even if you don't have to buy it).
Making things worse psychologically is the knowledge that a GOTY/complete version, if released, will eventually hit the same marked down prices as the base version. For games with a lot of DLC, the complete version can end up selling for less than just buying the DLC alone. Few games adjust DLC prices as time passes. Even when DLC is put on sale, the base game and complete versions are put on the same sale.
And after you wait, there is just little incentive to buy in months later.

Pretty sure it's predominantly 2K's & physical retailer's fault. You don't see Valve digital games being price gouged...
