As for getting it to work, one thing to try is using your browser, or if you are, using Steam itself. I've had weird things happen where switching between the two solves it.

Yesterday I was diligently refreshing the payment review page and managed to get what I want.....after 2 hours

Try switching steam to "Big Picture" mode and purchasing within it. I had same problem year ago, and support replied with this workaround. It worked, I could buy the game, and they fixed it within next few days.
