Some cashgrab type devs make group membership a requirement for getting a free key (mainly on gleam.io), and i can understand people going through with that so they can post a game review without paying into the cashgrab.
However after getting the key a lot of people don't bother or forget to leave the groups, this can harm people because some customers might think the high membership = legitimate products, or in court cases a dev might try to use the buffed numbers as a false indicator of positive feedback.
Having non-membership in bad groups as a GA requirement might help people to remember to unjoin.
(sorry not sure how to set up a poll)

i wonder what's worse, groups that ask membership to leech their free keys, or people grabbing them, then leaving those groups?

besides, how do you properly tag a group as "bad"?

Groups like Gladius? Why not. But that sword is double edged. What's there forbidding anyone from excluding all members of "Russia" or "Germany" groups? Imo side effects of cure are much worse than sickness itself

On the other hand game developers should be familiar enough with Steam to know that all those bought Likes and member counts mean nothing. I've been wondering for quite some time when the whole thing is gonna fall apart.
