You lied about a lawful person committing a criminal act and are repeating fake news about the people who you earlier handwaved. I just don't see where the $5 visits to websites are supposed to happen after the repeal and I don't have a stake in NN that you are getting worked up over.

From what I can tell (it's much easier to find commentary than the actual Article), Article 13 just intends to make the ISP and publisher legally responsible for copyright breaches along with the user, so the artist can complain to them about legal issues (as they do with YouTube) instead of having to individually contact each user.
