It's a very common problem. Steam won't let you gift other people too many games from your steam wallet because they think you're trying to launder money or make a profit in some way. Doesn't matter if you've been friends with the other person for years or even if you live in the same house. Because Steam is stupid.

Thats strange btw he was trying to gift me only 3$ game. It also apply on cheap games?

Best way to do now is trading, buy something from steam market and trade it to your account and then purchase the game. One of my friend is also getting the same error.

My friend is trying to gift me few games but he is getting this error. Its first time in 8 years he is getting this message. He is trying to buy from steam wallet. Kindly help if some one knows about it.
