no need to run to make a thread about "scam" - this is not a scum ┬─┬ ノ (º _ º ノ)
Post about problem in giveaway comments section with screenshots "already activated by a different steam account" and give to ga-creator 7 days.
P.S. Great deal (╯ ° □ °) ╯

You might want to move this thread's category from "Deals" to "General" to avoid more people making jokes.
It doesn't sound like a scam (nobody tricked you into giving up anything, for instance) - more like someone tried to give away a game without realising that the code was already used. The first thing to do is contact the giver to let them know that there was a problem. Maybe they had 2 keys and accidentally gave you the wrong one, maybe they'll just apologise and ask your permission to delete the giveaway, maybe some other arrangement can be made. If you can't sort it out after 7 days from when the GA ended then mark it as "not received" and move on.
The important thing is not to mark the GA as "received" unless you actually have that game activated on your own account.

I'm going to agree with Barefootmonkey on this.
Sometimes its unintentional. For example I made a GA for 2 of the same game in the past, and copy pasted the same key for both. After contacting me, I realised my Ctrl c, Ctrl v didn't paste the second key. I then replaced it for them.
No need to make a thread in deals to talk about this.

Games you won don't show up on your profile until you marked them as either "Received" or "Not received".

Try to contact the GA creator to inform him about your dilemma, since nobody else will be able to help you out here, and, while you're at it, maybe remember to take a look at the FAQ next time:
You should contact the giveaway creator to return the gift, and to inform them of the situation. If the giveaway creator is able to provide you with a replacement gift or key for the same game that can be activated in your region, then you should mark the gift as "Received". In all other cases, the gift should be marked as "Not Received". When marking a gift as "Not Received" it's recommended that you leave an explanation in the giveaway comments as a reference for both the giveaway creator and our support team. If the giveaway creator is not able to provide a replacement gift or key, they may ask your permission to delete the giveaway.
Good luck.
