The "punishments" here on SteamGifts are too weak to change any behavior. They should warn and then permanently ban a user if he/she keeps doing what you described.

Create another support ticket explaining this above. If they find the user to be abusing the feedback system, well.

Well like anybody here, report him. Support already changed it back to received, so, it means that it's him that is misusing the system. Don't worry about creating tickets, support will probably ban him longer or permanently. He was warned, he keeps his behavior, his loss.

A few weeks ago I created a GA for Hitman: Absolution. However, the winner refused to mark the gift as received (even though he used the key I sent) and stopped answering my messeges. Turns out he won 2 copies of the same game and marked both GAs as not received while activating the game on his account.
I sent the ticket to support and got the positive received status. Also, the winner got suspended for 1 week. But it turns out when his suspention ended he marked my gift as not received again.
Is there anything I can do now? If i keep sending support tickets to change the received status, can he just keep changing it back? Losing the game key is not a big deal as it was just a bundle leftover, but having a not-received GA hurts my reputation as an honest user.
Any ideas, fellow gifters?
