Because of his timing, I'm pretty sure he just want to buy from one of those brazilian official resellers. ~~Besides, using VPNs to access Steam is a VAC-ble offense, iirc.~~Apparently it's a store ban.

Just to clarfiy... stealing from Valve by using VPN to activate cheap keys wouldn't cause a VAC. That would rather be an account / store ban.

But isn't Community ban that thing that just keeps you from posting in the discussion boards but still allows you to buy from Steam?

The thing I ment is:

No more buying from the Steam store or market (basically rendering your leftover wallet useless)
No more activating keys
No transferring items away from that account (neither through trade nor market)

I'm no expert on the matter so I'm not entirely sure about the exact restrictions.
