Usually bundles. The person will buy a bundle and have a game they already own or don't want so they give it away. Or they buy it specifically to give it away.

If you create a giveaway then it means you are the one GIFTING it, giving the game to someone else for free (I'm saying this because I looked at your history and it looks like you might not know this).
The giveaway creator buys the key from an online shop (Greenmangaming etc.) or just buys a gift on Steam.
