Piracy or Hacking
This includes using an unauthorized ("hacked") Steam client to access Steam, attempting to register fake CD Keys or attempting to register a CD Key which has been published on the internet.

I remember back when DIRT3 keys got leaked, some people got punished for using them iirc. Although I activated one and didn't get penalized, just had it removed from my account, so I think too many people did it for them to get mad at everyone.
My point being I think that part of the SSA is mainly in place just for key dumps, hacks, leaks, and stuff of that nature. Although that language is pretty vague.
