How do they here, at steamgifts, know that I'm giving away the same game that I've won? It might be another one.

If you mean can you give away the same game that you won, yes, but not the same gift/key. That would be counted as regifting.

It's pretty obvious if you win a game, don't add it to your library, and then give away the same game. Either way, if you win a game and don't activate it, you always look pretty sketchy.
