I haven't played much with sgtools, but I'm pretty sure it's possible to do what you're saying with custom rules:
One of the logical operators allowed is 'or' '||', so instead of deciding the ratio on the standard filters, you should define it at the custom filters in a way such that it states 'ratio is x OR (games won < 10 AND no games given).
You'd have to write that up in the format specified by the custom filters, but it should be possible :)
EDIT: I think this would work: ratio_real > 0.5 or (num_won < 11 and num_sent == 0)
Of course change the ratio to whatever you want

Kind of late, cake day is almost ending (And it's over now). Didn't have any giveaway prepared as I was unaware cake day was nearing, but with Ubisoft sale going on decided to grab Children of Light to giveaway. Still haven't grabbed a copy for myself but I've been interested in it for a while, so hopefully you'll like it. There's also a giveaway for one of the DLCs, that would be ending a day later, to give the winners a chance to enter that giveaway.

Question about SGTools, in the filters I added a ratio, but would also like to add people that haven't given anything but have won no more than 10 games, I would imagine that as they haven't given anything the ratio would be 0 so they wouldn't be able to pass the filter, but maybe one of the custom rules allows for that?
