We can activate ROW versions without any problems and they work. Bethesda has a strange method to region-divide these games, they put up completely different products, so you can even have both of them (although that leads to strange errors, which was a frequent question on the FONV forums when people bought cheap copies of the Ultimate Edition from Russia and wondered why they suddenly have two entries in their library).
The only catch is that if you buy a ROW base game from this territory, you either have to get a ROW DLC key or rebuy the whole thing again.

Ah in that case, I don't believe it's banned in RHCP. I checked Russia and Poland and other than having slow releases (it's been years now, so should be no problem anymore) they aren't banned. Here is a thread that may interest you.

Alright so this giveaway will have 3 parts you must pass in order to gain access to the giveaway. (4 if you include being level 1+)
Start here
The 3 tests consist of a itstoohard puzzle (easy), a fallout themed jigidi puzzle (medium-hard) and then a simple sgtools check (no vac bans, all gifts activated & havent won same game multiple times) so if you want NV + all the dlcs then get started, you have plenty of time (30 days to be precise).
