The color of your Steam Profile Picture border can be changed by editing a value using java script.
By editing this value (SteamCommunity.PersonaStateFlag) using a tool to run it, you can change the color around your name from blue to gold:

This supposed "Golden border" is a leftover from the "2014 Winter Background Winners" that have gotten a Winter Background from winning a contest. this included a golden border around their profile picture.

Technically, they do that in such cases, but only technically. Valve is not exactly known for its fast response when it comes to cheaters scamming people out of some digital monetary-like item on Steam. The cynicist (and realist) in me is saying that mostly because these kinds of transactions are really good at moving items through the market, which generates them income. I mean, they knew about CS.GO gambling long before they made any statement on that, they just didn't do anything until the press started to pick it up.

AFAIK, these bans are only served for a set time before being lifted, and repeat offence first drastically increases the time, then eventually turns it into permanent.
Admittedly though, it has been some time since I looked into this matter and Valve has changed the ToS once or twice since then. The last change I knew was about trade bans and how they issued a mandatory state which is similar to having a limited-trade account.

Congrats on spreading this around so that more people are aware of it, and therefore more scammers using this at their advantage in a malicious way. Also, I can see Valve ignoring people taking advantage of an exploit (people were banned in the past for this kind of stuff, and it'll happen again).
