If you can find someone willing to pay you money for it, by all means sell it.

Activate it if you want to play it. If not, keep for selling.

Try to create a post in Steamtrades for it(something like:"[H]007 Legends[W]Good Offers") and see what happens.

Why is it so rare?

I heard this game is bad.

You still can get the Retail Version(which includes a Steam Key) in some shops in Germany for 20€.

I would sell it and buy other games but that is just me

check with me on the 4th and i will give you all my left over holiday cards for it, they will be worth loads more somenever

If you value your account and/or you're game collector - activate it.
If not - sell it and buy something useful for you with the money
