I know it's stupid question but I always bought only Tier 2 in HB and FAQ doesn't exactly answer this: if I bought Tier 2 now and later I add more money to my order which then reaches the amount of $9, do I get Tier 3? Because HB FAQ only says that about Tier 1-Tier 2 purchases. Anyone have experience on that?

I haven't tested recently, but I'm pretty sure you used to be able to. It will say on the page "Add x.xx to unlock Y" iirc.

Blackguards 2 (or rather: Blackguards Franchise Bundle 27 Apr, 2015) , bought that as my number 3000th game. It was cheaper to buy the franchise than the 2nd one alone. Back then at least.

To be able to lock the price in case he wants to buy the 2nd tier IF better games appear.
If so, he will save money (since bta's normally rise and don't go lower after a week). And if no games is in his interest, he will only have spent 0.01 $ on it.
