Your ratio is entirely up to you. Quite a lot of people will blacklist you for a ratio they don't like, but you won't get banned or anything ;)
Ratio around at least 2:1 or 1:1 (won:given) is usually a good thing to maintain if you can afford that, but it's really no biggie.

From what I have read over the years, Givers are quite generous. Once someone has won 10 games, people expect the winner to giveaway at least 1 game. So, in your case, most people would expect this 100-winner to put out the effort to give at least 10 games. There are many poor gamers--so, it is a minimal expectation.
Everyone makes their own judgment; some are proactive, looking for extreme leechers, and blacklist.

Some people will put those "leeches" on their blacklists, meaning they can't enter their giveaways, and some people use CV ratio SGTools tests as a gateway to their giveaways.

No problem. The other mechanism that Steamgifts has to reward giving is the level system. You increase your level by giving, with your first giveaway getting you to Level 1 (see guide). You set the minimum level requirement for every giveaway so it's easy to exclude people that have not contributed.

Site doesn't care about ratio, you'll never be banned for this. But users do care about it so many of them would probably blacklist you from their own GAs.
You can't request new winner 'cause of ratio. You can blacklist leechers at the first place, but if some of them win you GA you should give them a game. But there are other reasons for requesting new winner like rulebreaking or having game from GA.

Yes, it is not mandatory to giveaway games on this site so you won't be banned for having a bad ratio. You can blacklist users that don't fit your criteria and you can filter your giveaways with sgtools if you are looking for particular ratios from the people who enter your giveaways.
You can refuse to give the game to someone that has a bad ratio but you would have a not sent mark on your profile and maybe a suspension for creating fake giveaways

just to clear misunderstanding - Suspension =/= Ban. The way SG deals with most of rulebreaking are temporary suspensions - when suspended you cannot access the site for a limited time. For creating Fake GA the most you risk is a 5-day suspension, not a ban ;)

You cannot get banned from winning too many games, even if you give away none.
What can happen, however, is people blacklisting you because of that to prevent you from joining their giveaways.
Also, many (private) giveaways present here in the discussions are created using SGTools, which allows the giveaway creator to make sure that the giveaway entrants meet certain requirements before being given access to their giveaway. These can be a a minimum ratio, no unactivated wins or multiple wins of the same game and so on.
Usually a 1:1 ratio sounds good. You get as much as you give. Anything over that is generally appreciated. :)

The ratio is entirely up to the individual, although poor ratios are often frowned upon. However having a poor ratio has no consequences directly linked to the site, no ban or anything.
It's also not a valid ground on which you can "refuse" providing the winner of a giveaway the game you're giving away technically.
There are tools like SGTools however to restrict a giveaway within certain parameters, one of which is ratio, and you can only get the link if you pass a check, if you don't pass and yet find the link elsewhere then it is an accepted reason for reroll.

Rules-wise it's right, although they might have other infractions like not activating all their wins or their account or winning the same game more than once, which could constitute reasons to reroll if they haven't "done their time" for those. You can check by putting their usernames here and here (usually a good idea, especially with low level public giveaways)
Edit: Both your winners that have confirmed so far for example have unactivated wins, one of them quite some time ago so probably done his time by now but the other one is very recent so that could have been rerolled for sure.

Since you have already delivered the games no, there's nothing to do anymore besides report it if you want but those tickets take months with how overwhelmed support is now so really no point, someone will report them when they reroll on them in one of their next wins.
For the ones that have yet to confirm if it's in steam gift form and they haven't got it yet you can cancel the pending gift from your inventory and then ask for a reroll. If it's a key check if they've been online since you revealed it from their Last Online time on their profiles. If that predates the end of the GA you can hide the key and ask for a reroll too. That's of course assuming those also have infractions, if they don't you just send them normally.

There is no way that they wouldn't be able to activate it. Besides, they marked it as received so they did get it. I imagine they will end up getting reported.

I like to put a mininum level equal or slightly lower to mine when I do public GA. I prefer more serious users to get my games (they will mark as received quickly, will activate the game for themselves and follow the rules). Someone who never gave anything back will have to keep joining level 0 GA and will most likely never reach 100 win... ;)

It used to be that you could only get $30 in contributor value from bundled games if all you gave was bundled games (your max contributor value from bundled games was $30 + 10% of your non-bundled contributor value, if my memory serves), thus to prevent "leechers" from winning, people would often set the required contributor value for a giveaway to 30.1 or something like that. Back then we did not have levels, everything was raw contributor value.

You can set any level, you don't have to be that level yourself. You can also make invite-only GAs and post the link in a thread or group-only GAs if you want to have certain people be able to enter. Of course that means making a group in Steam first then adding people to that group.
But at least that way you can filter out who you want without resorting to blacklists which only prevents certain people from entering your GAs.

Some people tried to make exclusively high-level giveaways even at low levels. Some did in hopes of getting on whitelists of those users, some for other reasons. Your level only puts restrictions on what you can enter; you are not limited on setting up restrictions within the site's capabilities yourself, regardless of your level.

Having a "nice" ratio will help you get into groups. How nice depends on the group. Certain SGtools giveaways will have ratio-limits, usually "real CV"-based (but not always). Real CV is your contributor value, where bundled games give 15%. So if you've given away an unbundled $10 game and have won a bundled $10 game, your ratio will be 6,666, which will get you into more or less anything.
But as others have said, don't worry too much about it. Give what you can or want to give. And keep in mind that not everyone can have a ratio above 1 (heck, as far as CV goes, average ratio will be less than 1. This is because once you've given away 5 of the same game, each additional copy you're giving away will net you less CV, yet it will still count full value towards the winners ratio).

the right ratio is whatever you can comfortably afford, even if that is absolutely nothing at all. don't spend more then you can afford.
the most common preferred ratio is just being in the positive (giving more then receiving in at least one of the two ways / count or value). but not everyone is the same, some may not care at all about ratio while others want you to have a far greater ratio then that.

The "right ratio" is whatever people conjure up in their heads.
Give what you can, when you can, and when you want, and don't worry so much what others think.
Personally speaking, I think those who win 100's of games and never touch any of them, except to idle for cards, are far worse than those with a "bad" ratio, because they've taken a win from someone who may actually play and enjoy the game.

Most of the groups on Steamgifts operate on an invite only policy since they all have their own unique rules. That's done to prevent people that don't fit those criteria or have no intention of upholding the group's rules to enter the giveaways made for those. As long as you fit the criteria set and agree to their rules all you gotta do is post a comment on their thread and they'll send you an invite

As others have said, ratio is not a hard rule from the site but a thing some people care about more than others. Some will enforce it with SGTools protected giveaways, others will blacklist people with a "bad" ratio. (Something that's very suggestive and varies from person to person.)
If you want to make the time spent on Steamgifts enjoyable, the best thing to do is give whatever you're comfortable giving, join giveaways for games you're actually interested in, and ignore the blacklist drama. (No matter how many blacklist you get into for breathing the wrong way, remember that it will always be a tiny percentage of the whole Steamgifts community and it's much better for your own sanity to simply ignore those.)

for some it will be 10 sent:1 win, others will be happy with 2:1 or 1:1 and even 0.5:1 will be ok. it's up to everyone since there are no rules.
and yes, you can refuse to send someone his win, but it's against the rules (will count as a fake giveaway and also breaks the site ToS).

ve given away more than I received . Its about 1.1:1. And I am trying to play the games, I honestly give every game a chance. So Ive played some games I
d never noticed if I dont won them here. But srsly: Most games are crap and if you look what I was giving away from time to time, there are games which would be played from the winners because there are good titles... So dont worry about the ratio, dont care about blacklist (for sure: I will be blacklisted for this post) and give when you can, enjoy the community, enjoy the games, enjoy the characters you`ll meet and dont care about others! Its your life. Do what you want and what you think is the right thing

As it was pointed out a few times on this thread, ratio is whatever you conjure up. What I would like to expand it with is that you'd feel a lot more comfortable in the long run if you give exactly zero fucks about other people's stats and just try to focus on making your own stats pretty enough to make you feel comfortable with it. :)

Good evening everyone
I was wondering about the ratio of this site. I mean sending and winning gifts. Is it ok if someone won over a 100 games and gave none? When I read the FAQ before I registered, it stated that the ratio is important, yet I see many people takes but doesn't give anything back. Are they going to be banned one day or is it ok and 'legal' for them to take as much games as they can from this site?
Can I refuse giving someone a game after reviewing their profile/games list, or ratio? Would this be fair or not?
Thank you for your time, I really wish someone can clear this for me because I'm a bit confuse and have my noob moment. :)
