I'm not sure if you are serious, but I will answer again regardless.

You can create giveaways for indie games and give out keys. However, these keys must not be from a bundle, ex. one game from an indie bundle of 5 games.

If these are spare keys from a bundle, the common practice here is to post them on the forum in some form (such as straight up or as part of a puzzle). As has been mentioned they shouldn't be submitted as giveaways.

If it's a spare key you got some place other than a bundle (such as Reddit or IGN) then it's okay to make a giveaway from it.

Edit: I noticed that you changed the original post, so the short of it is: given that the keys don't come from bundles, then as long as they are on the list of games, you should have no problem. If they aren't yet on the list, use the support link. I'm wondering though why you think there'd be a difference between an indie game and another type of game. All are equal on Steam.

OP: I didn't see your thread pre-edit, but please excuse our less friendly members. As everyone has pointed out, the FAQ disallows submitting individual bundle keys (humble bundle, indie royale, indie gala, etc.) because a) it floods the front page with the same gifts, b) it breaks the TOS with a lot of the bundle publishers, and c) it inflates the point system, and your gifted value, which some groups use as a metric for weighing new members. You CAN, however, give out keys from IGN prime, or similar promotions (within reason, on a case-by-case basis... see Lucid and Faerie Solitaire for examples), and key give out keys you've purchased from key sites, or from gamers gate, amazon, etc. Hopefully this has answered your question.
