Nope, blacklist is blacklist, it's a list of people, not of requirements, what you mention would be a giveaway rule/requirement, and I doubt support would allow such rule/requirement.

I don't like the whole idea of maintaining a blacklist. If you want to restrict who can or cannot enter a giveaway, just make it a private/group giveaway and only invite the people you like.
I'm not too bothered since I'm not on anyone's blacklist, but it seems a bit juvenile to exclude specific people. If they break the rules they get banned, if they don't then leave them be. There are plenty of people in the community that I personally don't like, but I'm not going to ban them from having a fair chance in my giveaways.

if ppl break rules they got suspended they wait through suspension and come back to SG. Blacklist is a way we can "ban" such ppl from our non-public GAs forever.
For example let's say I did report few ppl cheating on my puzzles in the past, they got suspended, but their suspension ended and now they're back to SG. If someone tried to cheat me once I personally don't want him to enter any of my GAs ever again.

Except if they got suspended they already got punished. It doesn't make sense to punish someone twice for the same misstep. It's like standing outside a prison, catching people that finished their sentence and were released, and locking them up the in the trunk of your car. They did their time, there's no need to add your own personal punishment to that.
I'm not saying you can't do it, because if your blacklist is approved by the mods it's obviously within the rules. I'm just saying I don't like it.

I have only three people in my blacklist, one for being a general dick, another one for sharing answers of a puzzle I did (I didn't know you could report that at that time, maybe I should take him out of the blacklist) and the third one is a winner of my first giveaway where I actually put some money into the game, he won, ignored my friend request on steam, and ignored my email with the gift, he had won lots of games in the site and he hadn't played any of them so when I thought I would be able to ask for a reroll, he activated the gift on the sixth day and didn't bother to say thanks at all. Do you think I would want that guy to win another of my giveaways?

What? wouldn't it be awesome to make Skyrim giveaway with 25 copies and all those people who come wishing for it would just see themselves in the blacklist. And the best part is that it would have zero entries so the chance to get free Skyrim will be so close yet so far. :)
