yes, prices in Brazil are pretty cheap compared with other countries. Steam's U$-BRL$ conversion is about half the real value. That's why we don't rant that much about the sales, lol. (But I really expected GTA to get at least 50% this time. Had to postpone Dying Light again)

Personally, I'm waiting because of the other shops that sell Steam keys (GMG, Gamersgate, Humble, Wingamestore) and the fact that they could very have better deals for the games I want between now and the end of the sale. I've picked up a few DLC with the funds I had in my Steam wallet but whatever I end up buying with "real" money, I'll make sure I get the best possible deal on it.

I don't think sales are getting worse. TotalBiscuit was talking about how anti-consumer the flash sales were and I agree with him. True, I end up buying less games than I did when there were flash sales, but frankly those were just psychological manipulation. I'd go "oh I HAVE to buy this now" when often I wasn't even that into the game. I much prefer browsing through the whole catalog of sales and getting whatever strikes my fancy. Plus there's no risk of missing out on sales for going to bed.
I'm salty af Shovel Knight has never been on more than 33% off but I was able to nab a few games I've been wanting for a while for pretty cheap, so I'm happy with the sale.

Well, SteamSpy said that during Summer Sale average person bought 10 games paying $100, while during Winter Sale he bought 15 games for $200 - so he paid 33% more per game.
Of course, one comparison isn't enough, we'll see if Summer Sale 16 will also be more expensive than Summer Sale 15 - that's when we'll be able to finally get any sort of picture.

I am more salty with activision and they policy of "NEVER PUT A GAME AT 5 DOLARS!". I mean, i hate CoD games -except the first ones, like MW1 and 2- but come on, the only good games from activision at 5 dolars is Prototype and Transformer War FOr Cybertron

I definitely think sales are getting worse. This is my barometer: I go to isthereanydeal and filter for games that are on my wishlist and are at historically low prices. In this sale the list is quite short. In previous sales there would be tons.

I totally agree with the psychological manipulation argument and I think that’s the cunning reason behind the flash sale (actually this factor is behind every limited time offer/sale, bundle etc). TotalBiscuit has nice, reasoned arguments in general and valid points. It is definitely more relaxing to know that these are the prices and you don’t need to be vigilant 24/7 to make your choices.
On the other hand, isn’t it more preferable to have the chance for a better deal, than not having the chance at all? It’s not like the flash sales are games with full price and they have a discount for a while (it would be totally abusive if that was the case here), they already have a discount - they just decrease it even more. I repeat, the games on the flash sales are ALREADY ON DISCOUNT! So basically, to my ears, people who don’t like flash sales it’s like they’re saying “I prefer not to have the chance for a(n even) better deal, because I may not catch it”.

I prefer to not have the chance at all than have the chance and miss it because I was at work and couldn't buy the game in time. I think that feels a lot worse. I also hated when I bought a game at a pretty decent price early on the sale and it went on a daily/flash sale later. I'm very impatient so when something I really want is on sale I buy it right away, I literally can't hold myself to wait and, like I said, I could miss a flash sale anyway. I hated being enslaved to steam during sales week to make sure I didn't lose anything.
But again, that's just me. I definitely understand that flash sales are the reason most people even bought games and they're understandably sad to see it go away.

You're making a massive misunderstanding: Flash sales don't make "better discounts". They make limited discounts, which just means you get "worse discounts" most of the time. If a developer was willing to have a 75% off sale before, they're willing to do the same now, flash sale or not. They don't just magically say "hey let's sell the game for an extra 20% off of what our minimum price was", they say "Let's sell the game for 50% off at first even though we're willing to sell it for 70% off, to get some extra money". Flash sales LOSE people money, because anyone who doesn't buy during the window of the flash sale loses out, but without flash sales now the games have to stay the lowest price the whole time, no tricks or fake "lowest price, buy now" business.

I tend to believe different for flash sales, not that such cases -exactly how you described- wasn't happening. Actually I think your description fits much more the "daily deals".
It seems that there were 3 "levels" of discounts at the Steam sales before, the normal discounts, the daily deals and the flash sales, ascending at that order.
My idea is that what you say applied mostly / in a much bigger extent to the daily deals. To me it seems that they were used like you said: "Let's sell the game for 50% off at first even though we're willing to sell it for 70% off, to get some extra money".
That should be the a daily deal. A proof that makes this more obvious is the fact that the last day of the sale, all of the "daily deals" were returning!
Now, I don't think that any seller would be willing to make a much deeper discount with the same ease for, let's say, 2 hours and 2 weeks.
If I was a developer, I was going to use the limited time window of the flash sales as an opportunity to draw some people more difficult to convinced, those who are searching all the deals under the microscope. Obviously this is not applying to the casual buyer (biggest percentage of Steam's costumers) who will check the Steam sale 2-3 times (or once a day at its best) and buy a very few well known / AAA titles - which they were never going to the flash sales either way - but only on (surprise surprise) daily deals.

Because of the limited budget, I would suggest games with a "repeat value", something that you are not just going to finish and -most likely- will not touch again easily. Games with big duration in general!

Personally I like rogue-like games and they arguably offer a lot of play time, but this can work differently for every person.
If I had to choose only one game of this nature, it would be Don't Starve. The Binding of Isaac is another example.
Also the majority of the strategy games can work this way, take the Civilization series for example - you can play every day and each time it can be a different experience. Unlike games with a campaign that you finish and that's it (which is like watching a movie), they offer a much bigger replay-ability. So, for a limited budget, choosing games that can last for long is a desirable thing definitely.
For me some games with repeat value are the Civilization series, Age of Empires series, Town of Salem, Terraria, Rocket League, Peggle series, Bejeweled series, Plants vs. Zombies (just vase breaker unlimited - a mini game - added many many hours to the game for me).

I was actually surprised about how "Barony" kept pulling me back in, despite being so simple. That was just the singleplayer, too.
Rogue-lites done right are a major time burner, but given people constantly mix up true roguelikes (ascii / tile based games with generative systems) with roguelike-likes (any game with generative and procedural systems, permadeath and emphesis on replays) and rogue-lites (procedural content and staggered unlocks through repeat plays), it gets pretty hard to gauge the true replayability of things.
I mean, hell I probably got my definitions wrong there too. \:3/
Not that there is anything wrong with any of the variants, it just gets hard to track.

Sale is actually better than ever. There are more steep discounts for big games than ever, we just tend to own most of the older ones that we are interested in. Flash sales just had a nasty effect on your (and my) brain, tricking you into thinking that you were getting a better deal than you go, as it tricked you into thinking that it was a case of limited supply. You just need to look at the sales-tracking threads on sites such as Reddit to see how sales have improved over time.

From your steam profile I see you're on argentina, so buying from nuveem should be a better deal than steam.
20 bucks worth a lot on nuveem during their sales.
I've got euro truck simulator 2 going east + cabin accesories DLC, Dishonored GOTY,Batman Arkham Asylum GOTY and Mount Blade Full Collection on their last sale and i've spent less than $19. If you compare that to the current steam prices i've spent almost $15 less buying from nuveem.
EDIT: Sorry, i forgot to say their winter sale start on a few days, i think it worths to wait a little and see if they offer something good for you.

But for future sales, if you're not underage you can request a virtual credit card using neteller and link it to a paypal account, that way you can buy the games by yourself and save even more.
If getting the money is an issue and you have some spare time you can also try microtasking to get a few bucks and have reasonable amounts of money to spend on sales or upgrading your rig. I've built almost my entire library that way,

Totally broke but depending on how many cards I can farm, this is my top five. Best case scenario, I will get to buy ONE of these games, however I may have to settle for picking up a few of the more inexpensive games listed below if I don't get enough in my Steam Wallet by July 4tth (techincally the 3rd with the way Steam Sales just suddenly end on the last day listed).

Again, I'm only gonna be able to afford one of those games, and that's if I'm lucky. If I cant afford one of them, or if I decide to get as many games out of my Steam Wallet as pssible, I'll be going with a combination of some of the following games , One Way Heroics, One More Dungeon, Hieroglyphika, Crypt of the NecroDancer, NEO Scaventer, and whatever else that has been sitting in my Wishlist for awhile that I can pick up with the leftover change.
Also I'm currently in between gaming rigs and for the moment I'm using a portable desktop with limited resources and not nearly as much gaming power as I'm used to. I've always been more of a fan of indie games and roguelikes and traditionally those kinds of games are less demanding when it comes to minimum requirements. That being said, if specs and money weren't major issues right now, I would not only pick up all of my top five, but I'd also get these two games which I've had my eye on for awhile now, and number 8 which I miss having in my library but takes up way too much HDD for my current portable PC....
