Gifts should go over e-mail. He could easily have just blocked you in good faith to avoid scammers.

Wait one week, dont add him to steam friedns( it is necessary thing which you could do), only HE can add you to steam, because if you take him first to firend list he will surely block you, no doubts, i think he will give you a game via e-mail.
P.S WARNING! Never add a guy to steam firstly when you won something from him and as i said he will block you because he will think you are a scammer
