Funny how every site I find that says this Zeek (a company selling in Europe, yet not registered there) can be trusted happens to have a referral code on them.

It is a shame referral are not allowed, but I can say Zeek is a legitimate site I have used them a few times (and read all their T&C's)...although steam cards are a new addition the site is used mostly for store cards both digital and physical.
I only knew they worked in the UK, but I suppose they have branched out into europe too then.

i've just found the site https://www.zeek.me/ where you can buy gift cards from various partners (like steam, psn). Its currently only availabe for pounds (english) and euro (german). There are many offers at the moment (like discounted steam credit).
