Support members have said so before, because people are always 'joking' when they get suspended.

Forum Policy: Begging Threads and Forum Update
This is a reminder of forum policy regarding begging. There is absolutely zero exceptions to this rule and it results in an account suspension.
Granted it's an old post but to my knownledge the updated begging policy has never been rescinded.

Support says so. And there are hundreds of examples over the forums, but if you want one clearly stating suport member saying joke begging gets you suspended I found this one: http://www.steamgifts.com/forum/JYEbr/f3goty4you/page/1#24456897 (SG+ link, if you don't use SG+ search for bobofatt). Heck - you can even go to SGv2 beta - there's stated clearly that jokingly breaking the rule will still get you punished.

RU OLD is fine, it's basically ROW without any restrictions. Witcher 3 was bugged and despite having purchase and trade lock in steamdb, people can buy and activate from anywhere. It also didn't had any red warnings in the description. So they created a new RU entry in order to fix this issue but they left older copies untouched, so already activated and purchased copies will be fine. If they'll add play lock later, it will only effect new RU, not RU OLD.

Earlier days I wouldn't be so sure, but since they created a new ru entry in the database, I assume that will be the one they implement a lock later. I mean what's the point of having 2 entries if they will be basically the same? Witcher 2 had an old ru entry too, before the enhanced edition. That does not have lock, but the new one has, so I assume that would be the same for witcher 3.
About that forum ss that posted today, they pretty much said russian version might require russian ip but did not specify which one. Then they said ru old and ru were sold on russian store. They actually avoided saying which specific entry will get lock. Of course they can still add lock to both of them but I highly doubt it. They made a lot of money from those copies, most of those buyers wouldn't even consider buying the game at all for full price if there was a lock on it. And most likely won't buy the game again if their copy gets a play lock. Now their product is reaching to more people. So it would be a stupid move imo.

Best you can hope for is that they will remove it from your account so you can buy a ROW release.

What the hell...
This is annoying, wasted like 9 keys for nothing? FFFFFFFFFFFFFFFFFFFF.
Key Resellers are selling it for the equivalent of 11-12 keys, what do they (the devs/steam) really get from doing this?
Basically just telling me to go buy another copy for 24 bucks rather than 20 bucks or the outrageous pre-order price on steam... facepalm.

Hey everyone. I've bought The Witcher 3 from someone else a while ago and didn't activate since it'd be only released in 2015. The problem is that today when I checked the gift description, it says "RU OLD" after the name.
What does this mean? Is it region-locked or will I be able to activate worldwide? I'm asking this because I'm not sure if I'll activate it or sell it.
When I bought it, it wasn't tagged with this. It only said "Witcher 3".
Thanks
