Can't UK people just buy AC Unity / FC 4 / The Crew from other traders and activate them?

Pretty much the title. I have them available in my store but I wonder if I was from UK, couldn't I just buy a ROW gift from someone else and activate it?

It will probably be really expensive though

Edit: oh, I guess I'm not with the times? I thought they got removed from Steam

Basically, it was intended to remove the games from the UK store only but Steam removed from all stores. This was fixed today/yesterday
