I missed the "cheap Xenonauts" boat and thought I'd trade for it. But then I looked at keys and sacks of gems, and they cannot be traded for a week after purchase. What the hell? When did that happen and why?

I failed to win all Xenonautseses here, so either I wait until it gets really cheap and/or bundled again somewhere, or I go to g2a and risk it for $3 or so. (Please be advised that the difference between $3 and HB's current BTA of $7.36 feeds me for a day, and I currently cannot waste money.)

What should I do?

What to do?

Wait for 90% off sale / bundle
Potato
Risk it on G2A

The one-week lock has been on market items for at least a year now, maybe even more.
90% sale is unlikely in the foreseeable future.
You can either hope you can trade for it or risk the grey market. The good news about the latter that based on the sale numbers of the HB pack and the price drop on Xenonauts there, G2A bought thousands (if not tens of thousands) of keys from them so you have a small chance of running into a fake one.

So you think it should be safe?

Also, what happens if I don't choose a country for VAT on checkout? The police come and get me?

Nothing. They don't report their income to anyone. It is there if PayPal is asked for your transactions. It won't happen unless your finances get the attention of your country's tax agency.
I don't think it is safe, by the way, I just say you currently have more than 95% chance to get a real key. The grey market is never safe, but it doesn't mean it's not good. You just have to know how to handle it.
With this particular case, I'd say you can either hope for a 66-75% sale during the big winter sales (although I think GOG will have the good price, and I know many people want this on Steam), or get a key while they are sure to be legit. Or both. The price dropped so steeply (it's almost one-third of where it started when this bundle came along– yes, I checked :)) that it indicates at least four digits of new keys there. Even G2A needs at least a year to sell all of these.

Even at 75% off, it's too much, with the base price of 23€.

I might risk it...

By the way, what did you intend to barter for it with? Your inventory doesn't load currently for me.

Nothing there - I wanted to buy a TF2 key and a sack of gems, as I saw a couple of offers for that amount. Then I noticed Steam saying those aren't tradeable for a week (which shows you exactly how often I trade). So in the end I didn't buy anything, because they'd probably just rot in my inventory. The offers would be gone, or I'd have to buy a surplus which would once again rot for a couple of years.

I wish BundleTheBundle didn't die so stupidly. I had great luck with that site.

If you are willing to get 4500-5000 gems (I don't care about useless Valve keys), I have spare keys for Xenonauts, and I'm a patient person. I know it is not exactly cheaper than G2A, but this isn't a cheap game or cheap bundle either, and the keys are guaranteed to be legit. This offer will stand for you as long as I have those keys.

Hm. Send me a friend request on Steam. I'm at work right now and have to go actually work, so we'll talk when I get home in about eight hours. You're infinitely more trustworthy than G2A :)

All right, sent. You can have your time pondering on the offer, if you don't go for anything else listed here. I think it is fair, but you probably can find better deals. If not, you can message me (just remind me on my offer… I have a short memory).

Don't waste your money on G2A, just wait for another sale/bundle (or maybe you will be able to find a trader once your items are tradable)

Well, I didn't buy anything, I don't trade often, so there's no point in letting stupid keys and gems rot in my inventory.

G2A is not an authorized seller, so you could eventually get a fake key (or get it revoked weeks/months after activating it) and you might lose that money. If you haven't bought anything then you should offer Steam wallet/Paypal (or whatever you are using to pay) for Xenonauts in the trades section, and avoid G2A :)

You can probably find a trader that will trade for Steam wallet instead of keys/gems, though that'd come with Valve's market tax of 15%. Or just find someone who's cool with waiting for a week.

Wallet transfer:
Trader lists $0.03 CS:GO skin/other non-commodity item for $2.94.
You buy it (find their listing on the pages and verify price/their avatar), trader gets ~$2.50 after market tax.

For some reason, I think even a shady G2A site's support would be an order of magnitude better than Steam support if something goes wrong...

For sure, you'd want to find a highly reputable trader. Valve's official policy is that any trades done outside the trade window cannot be undone (trading for CD keys, giftable-only game gifts). The only way you're safe is by trading for tradable game gifts, since if they get revoked you can contact support and wait however many days/weeks it takes for them to respond.

G2A may be grey-market hell, but their support is pretty good (they have a dispute system not unlike eBay, which the seller has to respond to. They just don't guarantee satisfaction/refunds if you don't buy their shield service).

I looked at SteamTrades, and I just can't handle it. It's a neverending torrent of spam and bumps, nobody wants money, and 90% of the topics there don't even mention any prices.

I'd say try barter.vg once if you want to get leftover bundle stuff without the bundle itself. Less order of magnitude and it is aimed at bartering game keys for game keys (usually bundle stuff).
On the other hand, as of a few days ago, there were only two of us with Xenonaut on offer, so… yeah, barter.vg would be probably better for you as an option for a similar situation in the future. ^^

Can't you just "trade" it with PayPal or steam wallet instead of trading? Just be sure you are trading with a good repped trader.

You can still get it (+a bunch of great games) on the current Humble Bundle just for a few bucks more,

You can pay 0.01$ on the bundle to lock it, then you'll have additional 30 days to raise the amount given and you'll be still able to get the games. If you can save half a dollar like every second day, you'll be able to buy the bundle in 2 weeks.
