"Server is reserved for members of joining lobby" CS:GO

I'm trying to make a lobby with my friends but each time we run a game it drops them and puts a message saying "Server is reserved for members of joining lobby".
Anybody know what to do?
And yes, it happened when they created a lobby, too.

Private means a game with whoever is in the lobby, instead of matchmaking. Not a single person game.
