I can think of only two things that make sense.
1) His intention was smiley faces, but he was too lazy to do them properly.
2) It stands for "carbon copy," but that brings up the question of "in which way is this a copy?"

1 might make sense. I vaguely remember another thread here asking about Russians using something like (( as a smiley face, so cc could be similar.
