It's become a bit of a meme on this site. He won a copy of Sid Meier's Pirates!, did not activate it and then rather than admitting to having done anything wrong made a big point out of why he did not think what he did was wrong. You cannot opt out of sending data to Microsoft in Win 10 basic.
The only way you can opt out is to upgrade to a Professional/Enterprise license, or...
