the archive is very useful. you can even see which users deleted theirs (if you are feeling magnanimous and dont want to blacklist them, although just because they deleted doesnt mean they are ok. the one who was permabanned deleted their apollo giveaway too. even activated one of their unactivated games... but it didnt fix the other 11 unactivated ones ¯\_(ツ)_/¯ )

I've seen people on here with almost no games who didn't even get in during free weekends. I suspect there are also folks exploiting the refund feature to make accounts here (buying games, making steamgifts accounts, refunding the games, buying more games as gifts with the refund money and trading them for profit or returning them to a main account).

i believe the 100$ check happens at the weekly sync anyway. so that wouldn't work (well, not for long ^^). at least i remember seeing something like that - people getting banned, after they got in during free weekends.

People have gotten kicked for it - but as far as I know only after drawing attention to themselves and being reported. If people are supposed to be checked weekly and automatically kicked then it simply isn't working properly. I'm not going to name them because of the calling out rule but at least a few accounts I noticed with only f2p games have been leeching away for a while.
I don't claim to know exactly what is going on but there seems to be some reliable method of evading whatever checks are in place.
And to add further confusion it didn't take much digging to also find some perfectly nice and legitimate users who would have been kicked a while back if there was a weekly check due to almost all of their games being bundled since they joined.

the average bundle game costs you maybe 20-30 cents. so if you added enough bundle games in order to pass the 100$ test, you might not be that far away from having invested 100$ (except if you only add indiegala happy hour games ;) ). well, maybe the real sum you invested then is only 50$ or so. but that's still a lot of money, just for the possibility to win games in level 0-1 giveaways. most of what you win with such an account is bundle games. you would have to win a lot to make up for your initial investment. ^^

Ugh, well when i first started out here i made the mistake by giving away a free game, but i never thought about regifting something i won. I always directly activate it.
A little bit offtopic: Currently i have a winner of one of my GA's and i noticed that he got 3 inactivated gifts on his steam acc from GA's he won recently. What should i do from here? I wrote him a offline message on steam, telling him i would like to see my gift activated, but he didnt answer to that. Advice is welcome.

EDIT: I didn't send the key yet, i added him on steam to trade him the gift, but he isn't online much. I always inspect to see if they have the game/dlc already, checked his inventory and saw the last 3 GA's as a gift in his inventory. That's all i got.

You mean all of them are less than a week ago? Then you can wait. If you haven't already sent the key/gift, you have 7 days from the end to do so.
EDIT. after reading you edit: wait till a week has passed from the earliest not activated, if it's not activated by then, ask a reroll. if it's activated, wait till the second one and so on. As long as 7 days haven't passed from the end of your giveaway, you can wait.

When he hasn't activated them but marked as received it counts as "unactivated" so you would be eligible for a re-roll. He may activate the games afterwards, but that shouldn't bother you anymore, as you already have a new winner for your GA.

Well, when a reroll is requested, the user is checked, so they do get suspended... you could just add all the regifters to your whitelist... then make a whitelist giveaway and request rerolls :P

There's been a glitch in the chilean store, with Heroes of Might and Magic being sold for 0.14 USD, and a huge amount of those have been given away, and the gifters getting the full 30p. Now, one of the Apollo4x regifters I blacklisted had actually already regifted one of those, and was very close to lvl 3.

Yeah, well, from ym own experience, even higher levels public GAs aren't free from problems. I checked level 5, level 6 few times. I don;t think I have created something for higher levels.
BTW, it;s sad because I would like to BL some people too, but with few thousand games filtered I didn't even know that there was massive GA for Apollo xP

It's a similar thing to CS:GO trading. 95% of all the Russians and Polish people that would add me to trade or buy/sell either try to lowball me bad, scam me, or steal stuff.
In fact, earlier today one of the Russians who won my game added me on Steam after I emailed him the DLC. He wanted me to send it to him on Steam "to keep it in his inventory". I had to explain to him that it was against the rules and that anything he wins is for him to put on his account and use, not to trade, regift, etc.

It's not only the regiftling thing.. also I've seen someone today who gave away Alien Breed: Impact (what have been for free) and said he could not add a GA with that name (in discription) so he made a GA for AB-Trilogy and only gave the key to AB-Impact. But got the full points for Trilogy .. sure I reported him, but only a few mins later he regifted Apollo .. -- *blacklisted
It's just not fair for ppl that really spend money, be that kind and give things to other ppl, .. so they get points to lvl up rank. But faking a GA ... no way, that's truly ridiculous.

You are, you're just not doing it through giveaways. Regifting is giving a game to anyone else, just like the word states.
And since there's no actual way to tell the key you put up was in fact the correct key- or even a working key- there's actually nothing to do BUT suspend you for the infraction (unless you choose to buy a copy of the game yourself).

Just like most others commenting, I also use this as a good opportunity to blacklist people - not just because they didn't read the rules, but because it should be common sense not to abuse a system like this. I actually would quite like SG to not remove the free games from the database for a day or so, to weed out all the cheaters so that many of us can ban them from our own giveaways :-)

Even that is not foolproof. You can't prove whether they won the giveaway in the first place - and even if they did, you can't prove if the key they are giving away is the same.
For instance, I did not win the particular giveaway. Technically I could go buy the game and give it away now, and I'm not obliged to point anything out in the description either. This would likely land me on a million blacklists because people act without thinking.
Even if I had won the giveaway I might simply go buy the game and give it away before I activated the key. Technically maybe I hadn't even received a key yet because the creator has up to 7 days to send it, so you'd have up to those 7 days before it's assumed that it has to be active in your account (and thus detected by other people).
So basically people are as usual reporting and blacklisting 'blindly' because there is a huge chance that they are dealing with offenders, while in reality nobody is able to prove anything because of the information gap. So yes, it's sort of a witch hunt.

Hoping that people are at LEAST checking the "won" page and making sure it's there, which would eliminate the majority of that scenario. And although you may have 7 days to activate a win, if you won it, and are giving away an entirely different key without activating the one you won... Well... you're kind of asking for trouble.
Just because you can do something, doesn't mean it's always wise. That said, I've kind of abandoned public give aways below level 2, so I'm not even bothering keeping blacklists under that level.. which may bite ME later
